You may be able to get a length of aluminum from Blowes/Home Despot to use as a backer, 1/8" thick would probably do what you are looking for - drill it, and if you already are using bolts/nuts instead of screws, you should be able to reuse them. Might want to use a 100% silicone sealant or marine sealant between the bottom of your swim platform and the plates.
