No, I was not considering the military, since the clip was talking about civilians.
I don't know about every person in every agency, including those in the field activities, but I believe it has been documented that on the whole, the government workforce has a higher percentage of college educated people. I can tell you from personal experience that in my agency, we only had 3 people that had never attended college, and they were at the GS-11 level. We had 17 people that had PhD, 3/4 had Master degrees and the rest had at least a bachelors. That was an agency of 250 people. And the majority of people held at least a TS clearance, with more than half with an SCI. I'm told that this would increase an employees value on the open job market by about $20K.
If you have followed the debates about federal pay vs. industry pay, it has generally been concluded by the OMB and CBO that federal pay, on the whole is comparable to industry pay, given the level of the jobs. It has been pointed out in numerous articles that comparisons that show federal compensation as being much higher than those in private industry are because they include those making minimum wage in unskilled jobs and the government just doesn't have those jobs anymore. As you well know, secretaries and administrative people, who would normally be at the lower end of the pay scale are few and far between in the government.
You can call BS if you want, but I'm going on what I read. At different times there have been a plethora of articles on the Fed Page of the Washington Post, since this hotly debated at least once a year.
Now, I will not argue about the increase of government jobs, nor will I argue about the increase in the grade structure. and I have my own views about that.
