The Ethanol requirement also has driven up the cost of corn and thus all kinds of foodstuffs including beef. This whole thing was a political gift to the agriculture lobby just prior to an election. Just another "farm bill".

The political class of course knew of all the consequences of substuting ETOH in gas. Simple chemistry.
