This is the real Hound speaking...

Two things I wonder -- if the dog is being tied outside; or if the dog wants to go into the house. One very part time neighbor has a beagle, and when they are here, they either tie him in the yard, or leave him in the screen porch and he barks and barks.
I generally find that when dogs are barking, it is either that they want something or they see something.

Not making light of your situation, because there is nothing more annoying than listening to a dog barking for hours on end. And you are right -- there are some people who are inconsiderate, but then they are likely inconsiderate about everything, not just their dog. I definitely think you need to pay them a visit.
