I think it depends on the width of the slough but if it meets the criteria I am not sure why they would not. Common courtesy does seem in short supply these days. In our slough we put up some personal floats out from our dock that have been left alone and keep the boats from coming too close to our swimmers. Seems to work OK and people stay outside them. You do have to be reasonable in the distance from your dock though. Ours is out about 20 feet or so. Have seen this in other areas as well and people tend to respect them.

One thing that does bother me is when people in wider sloughs or even open parts of the lake complain about the wake from boats. That is just a fact of life living on a lake and it behooves them to design and construct docks for this eventuality. I am sure that's not the case here but I have seen people who live on wide areas of the lake screaming at boaters because of their wake. That to me is no different than people who build a home near an airport and then start to complain about airplanes. Boats make wakes and airplanes make noise.
