It is really called treaspassing, the dock or pier is the property owners property. but to tie up may be just what it is tied up. As long as the person theirself doesn't step onto the pier or dock or damge it I don't think there is a law covering tempory tieing to pier or dock. Check with the Local Marine Police to make sure before you act on this.
