I hear ya, and I feel your pain. I'm the last person to be taking up for APCO but if you'll allow me, I'll share with you my experience and it might prove helpful.

I had to rebuild my pier this winter due to a tree cutting accident. I called the permit folks and they said one of their permit guys would be in touch soon. He called me back within the hour, came and looked at my situation before I had even seen it with my own eyes. And, he called me with a couple of options. He offered that if I just wanted to rebuild what i had, the permit would be free. But, if I wanted to take the opportunity to build bigger and better, I would indeed need to pay for a new permit.

He helped me with my drawings. Wrote everything up. And when I got into building and found about a 2 foot difference between the existing posts and the plans, he made the changes by phone and sent me approval. Really great experience.

During our conversations, I asked him about rip rap. One of my neighbors had been told he could not add rip rap to his property. Completely false! As a matter of fact, the permit guy said APCO LOVES rip rap! He even went on to say that in some cases, they have been able to help property owners get rip rap to their properties. Don't know if that meant discounted, free, barged in or what but he was saying that in a lot of cases, rip rap is good for the lake overall and they were happy to help.

I'll have to look for his number but feel free to message me privately and I'll get it for you. I had a great experience with them. Even better than when I got the original permit that didn't have to pay for.

Now, if they would just get the blasted water up!
