They are both about liability.

Alabama Power is afraid to keep the lake too full because they are afraid of being sued by the rednecks down stream who might get there hay fields flooded. If you read all of the studies and ask all of the right questions it comes down to that. They don't give a rip about arrowheads or any of the rest of the junk they talk about. In fact it would be to their advantage to have the ability to keep the water level higher in the winter. THERE REPRESENTATIVE HAS TESTIFIED TO THAT. The odd thing is APCO sites caselaw that resolved that issue in their favor.

What needs to happen, as I have said before, is for a tax on lake front property for the purpose of purchasing downstream flood insurance. If that were to happen the value of lake front property would sky rocket with the fuller lake.

And I disagree with the HOBO's statement that it is all about the lake, but some day it will be 99% about the lake and that day willl come before the new license runs out.

Aquapalooza or "not Aquapalooza" is all about the liability also. RL is very aware of liability issues, that is why they shut down the free boat launches. It seems some drunk hurt himself at one of them and sued RL. If they keep having Aquapalooza some drunk will wind up hurting himself and filing.
