When the law was passed in 1986, it applied to emergency treatment only. Bad enough, but necessary to prevent hospitals from dumping their non-paying patients on large city/county hospitals. Liberals, in their never ending quest to buy votes morphed the law with amendments and edicts to provide care for all comers and for routine treatments. About 55% of ER care is non-pay, thanks to your party's vote buying efforts. About 20% of a hospital's care is cost shifted to taxpayers and insured patients, thanks to you folks. oBAMAcare now plans to move the scourge of the earth (democrats) from the ER into your doctor's waiting room
