I certainly see know merit in weakening the urban vote by giving more strength to the rural vote.  A vote is a vote no matter where it is cast.

The electoral college is itself unfair to some extent and that was the intent of the framers.  Originally the electors were to be selected by the elected state legislature with no specified instruction as to how they were to vote. There was no expectation of the development of strong political parties.  It was even the original intention that the candidate with the most electoral votes would be President with the runner-up becoming Vice President.  We have obviously evolved far from the framer's concept.  Today we consider,  I think correctly, the individual vote as a sacred right and privilege.  This leads to the obvious question of why we still have the electoral College?  I think serious consideration should be given to amending the Constitution to popular vote presidential elections or  legislatively, by having all states choose the slate of electors pledged to the national popular vote winner as their electors (no amendment required).  The result would be finally having all votes actually equal with the blue votes in Alabama and the red votes in Hawaii all being counted equally.  It would also mean all states get attention in the campaign...not just the "swing" states.

I also think every state should, as is now done in Iowa, establish a completely neutral way of setting political boundaries without regard to party or individual politicians.  Only population, natural (non-political) affinities and geography. It could be done by a fair committee but in today's world where politics rears its head at every opportunity, a computer program might be the fairest and most simple way to accomplish such non-partisan results.
