You are correct in the measurements being taken at the level of the dam on the lower end. I have always wondered how Lay Lake level only fluctuates 1 ft either way but when they release water from LM you can see it rise 6-8 ft and I would not be surprised if it was 20ft higher this past week.

As for looking for, finding and fighting APCO on the matter, you would be better off getting some toothpicks and shoving them under your finger nails
