Dig into the charges and how those charges come about. I've wondered about the "water authorities" all around the lake, who runs them, how much nepotism goes on, who audits them, etc. If it's a for profit outfit, you're at their mercy to some extent. I remember some years ago in another state, the owner/operator and some employees were convicted on charges initiated by customers.
