I would concede we could/should do a better job of managing our resources. There are other events that have dwarfed man such as volcanic eruptions that not only emit truly significant amounts or particulates but have shifted the earths axis what, 2 or was it 4 degrees? Whichever, That is a major event with long term affects.

Then lets look at the money. Just who stands to gain from the billions it would take on our coal plants to produce the insignificant improvement of 1 to 1.5% cleaner air.

Finally my proposal would be to take China and other developing nations and improve Their coal plants with 10% of this money generating 10's of % air improvement worldwide. A much better usage of money. Much better than wasting hundreds of billions.
