Immediately we should impose a fuel tank capacity limit to keep people like this from being able to drive the 265 miles this person drove to commit such a horrendous crime. Range should be limited to 112 miles and refills to one per day, or we could issue cards to be shown at every fill-up that would limit fuel purchases and track potential threats. Also, we should impose a strict mental health background check on any person wishing to purchase, own, or operate any vehicle that could be used in a crime such as this. Their refueling privileges would be contingent on a current check. :-)
