And like pretty much everything else he was either lying or wrong.  I have wonder how you missed all these prognostications of victory.  And please don't say the war is over is not the same as the war is won.  Wars only end with victory, defeat or in very rare occasions a draw.  I don't think he was saying its over because we lost.  I hope you don't because that is something Archie or GF would say.
