What Republicans would have done is irrevalent.  The facts are that Democrats have controlled Baltimore's government for almost 50 years and now the population is a black majority.  Obviously, something is not working.  If anything is to be done differently, it will have to be done by Democrats.  I doubt many Republicans will ever be elected by a majority minority electorate.
