It's called Obamacare.  Under 30 hours and you don't have to offer benefits.  So you hire two people at 20 hours which equals one FTE but eliminate the 20% of additional costs for benefits.  Don't like it, go work somewhere else or stop voting for stupid Demcrats that pass awful laws.  Practical reality these days for people on the low skilled labor side of the world.  It's why so many more people are working two jobs these days even though they would like a full time job.
