I didn't explain in great detail and won't here, but basically the Coosa River is made up of the Etowah and another small river in GA and the Alabama River is made up of the Coosa and Tallapoosa which join in Wetumka.  Lake Allatoona is on the Etawoh near ATL and Cobb County draws a massive amount of water for ATL suburbs.  The gubment agencies in ATL have formed a coalition with the Corps to do everything possible to funnel everyone else's water to ATL, so they are fighting the Lake Martin approval to raise winter levels with the excuse that raising our water will cause Allatoona to have to make up the difference which is ridiculous.  There is a river gauge at Montgomery and the Corps requires a flow rate of 4640 CFS for Navigation, which is made up of the two rivers.  BTW, the Coosa River flow rate is three times greater than the Tallapoosa, which ATL is trying to deny.  There isn't any navigation on the Alabama River except bass boats so that requirement needs to be revised, but that is not likely, given the fact that the Corps is using 60 year old guidelines now.  It's really just more of the water wars, and there will probably be another law suit between states.
