I do not see what this comparison has to do with the terrorist attack, but it certainly has nothing to do with population vs social spending unless it is put into full economic context.  What percentage of the world's income and production of goods and services do those 5% providing 50% of social spending claim?  How does their standard of living compare?  I know you say they have 25% GDP  but we have an even larger GDP but account for 65% of the military spending.  I don't claim to know the answer, but you are comparing apples and oranges. Cost of living, per capita income and return on investment also have to be considered.
