Charlotte seems to be a different case.  It would seem the police saw him exit his car with a gun.  Then he went back to his car.  There is a dispute over whether he was reading a book or not.  His family claims he was; the police claim there was no book in evidence. I'm not sure if there is video on the Charlotte case. 

I saw another video of the Tulsa shooting from another angle.  It would appear that the windows of his vechicle were up, as there was a long streak of blood down the side of his vehicle that is also on the window.  So he definitely was not reaching in his car for a gun or anything else.  I try to be very objective about these police shootings.  Most of the time I can see why the police shot - the person is not doing as asked, or is fighting the police, or actually appear to be reaching for something in the car.
