This is just a red herring someone decided to throw on the table.  It means nothing.

No one but the IRS has to worry about how he came to the figure of his loss.  Because he would have to show the IRS the logic and reason that it was based on.  It is not unscrupulous - all businesses do this.  Sheesh, aren't there any Democrats with an Accounting or Business or tax law degree?  The way Democrats talk, it sounds like a bunch of English and Sociology majors.
