Yep.  That's what the email says. Dems must work to keep an "unaware and compliant citizenry". They are worried that we aren't so compliant these days but but are still unaware. Just another example of the disdain with which the Dems hold us. These just pedestal emails.  Can't wait to see shrillary's and huma's.
