Considering that Brexit affects every institution, I think it would be strange if there wasn't a bit of chaos. They voted for an idea, without any real plan of how it would be accomplished. These things take time and there will be voices on both sides calling it a failure or a succes. Kinda of like how we went into Iraq with an idea, but no particular plan beyond the military invasion. Some consider it a success and others consider it a failure. The devil will be in the details.
As Phil points out, if it doesn't work out, they will change again. These things are not static. If it does work out, I imagine some other European countries will follow suit.
