Back to your point, this is completely normal. It is not unusual for Assisstant Secretaries who have no immediate job plans, to stay on and continue operations. And I'll bet it is a lot more than 50. Once the Secretaries get in place, they have to propose and have confirmed their staffs. That's why I say that the 1st year of every administration is getting all of the appointees in place.
