Not all government workers get inauguration day off.  Only those with offices downtown get it off, because they have roads shut down all over the District, and public transportation is mobbed with those attending the inauguration.  It's not a gift, it is a practicality.  With telecommuting, it is likely that they worked from home that day. 

Yes, it was a bit rainy.  Another point is that DC residents are 94% black, and would not necessarily turn out to see another white guy made President.  There were huge delays for entrance to the areas, because security was very tight.
