The memo was apparently an early draft version and Mattis has already came out and indicated that it never had his support or going anywhere. Obama and Bush both used the National Guard in various border issues  but not for any actual rounding up or police functions.  And from the memo itself - on page 3 was only that it authorised states to utilize qualified individuals in ICE roles.  If the state did not agree then no problem, but if the state decided that it wanted to help close its border it would authorise it, I do not have a problem with allowing a state to protect itself if it decided that illegals crossing its borders was not a good thing.  Not only did it mention National Guard but also state and local law enforcement at the discrection of the state/local.  I think this would be much better the when Obama was filing lawsuits against states for wanting to enforce the actual federal laws and not their EO that can not be used to remove a law, but was used to no longer enforce existing law since Obama could not have his way with congress.

The buzzing of ships and spy ship off the coast happens all the time.  Same ship has been around Hawaii during cincpac a few years ago.  Idiot pilots have been doing this on and off for years.  Can remember the same kind of things being reported for as many years as I can remember.  Had a friend who flew F-106 to intercept bear bombers as they would approach from the north pole, they would put cokes and stuff in their windows.

As for the spy ship, its in international waters and we do the same. I am sure that if it is having encrypted communications with President Trump our intelligence agencies will leak it quickly.

It is about posturing and look I can reach your back yard.  It is a reminder.

As for the pilots it is reckless and one day will catch up with someone when a defense system does not stand down, computers sometime do not behave properly.  If you are not familier with the phalanx  - it is a computer controlled radar guided self defense system mounted on many ships.  It would not be fun to be on the receiving end, and when it happens I am sure the stupid pilots who start a international incident will be a footnote, where it will be country A blasts country B's plane from sky unprovoked and were innocent little angels.

Dont know if you remember this one where a few failures and itchy fingers killed civilians.
