Of course it is complicated and I don't recall him or anyone else saying it wasn't.  The only uncomplicated part of it is the fact that Obamacare is an abject failure and unwinding it will be messy and significantly more complicated than it would have been before had the Dems chosen sensibile reforms that deal with the real issues instead of the failed attempt to take over 1/6th of the economy.

Add to that the fact that health care companies (providers and insurers) spend more on lobbying than defense firms, auto and energy combined.
