Hound, Trump didn't cancel the Clean Water Act. It continues in full effect. What happened under Obama is the EPA unilaterally and without proper congressional approval essentially modifed the CWA to wildly and ridiculously expand the definition of the term "Waters of the State" to the point that they could claim a mud puddle in your yard fell into the definition (a bit of an exeraggation but not much). But it did capture drainage ditches that only had water when it rained and other ridiculous stuff that no reasonable person would consider a waterway or aquatic habitat. Once any conveyance falls within the definition of waters of the state all CWA requirements are active which is not only ridiculous but is a tremedous burden on property owners, developers and private citizens for zero benefit.
But take heart, industrial companies that discharge treated wastewater and stormwater, property development companies, etc. still have to comply with their permits and still have to meet the waterwater and stormwater discharge limits and other CWA requirements. This is just more fake news that Trump is railing against, and rightly so.
