The level of Lake Mead is highly dependent on the outflow from Lake Powell.

There is an agreement in place for minimum annual outflow from Lake Powell, but the actual daily discharge varies from day to day , month to month etc.

The good news is there is more water in the lake than there has been, the bad news...

The lake is still at under half capacity... This appears to be due to the fact that agreed to consumption levels by the various states that use the water are at a level that doesnt consider evaporation of which there may be a little with it being a desert and all...
