That's because you don't understand how transitions occur.  Especially when you go from one party to another.  If Hillary had been elected she would have likely kept a great many of the Obama personnel as they are all left wing nuts like her and Obama.  Trump and the team has to look at all of them and decide who has to be replaced and who can be kept......all the while doing the job of President.  Frankly, despite all the leaks and negativity it shows some maturity on the part of Trump not to fire every single one of them on day one.
