There are many conflicting interests as to how lake levels are maintained, flood control, recreation, fisheries, water conservation and electric generation.

Just as an example, if you let too much water out of lakes now there may not be enough water in the lower Mississippi in November to get the corn and beans to the world markets.

It is all about compromises between competing factions.  I don't know how the Corps makes those decisions but I know here the residents on the lower Fox river got a member put on the board that controls the level in the Chain of Lakes so their position would be considered in water release rates.
