Trump's statements have been that he wants the ACA to "implode"...which he could do by various acts of funding sabotage.... that could cause  the insurance industry to continue to raise premiums and pull out of less lucrative markets.    It's cynical and a obviously a threat to actually increase the problems we have with the ACA..... and he would let the insurance markets do harm to people who depend on the ACA.  That's not just cynical, it's sadistic, ....the kind of thing you would expect from a 3rd world dictator, not a US President.

The ACA is not just about Medicaid.   In the final "skinny bill", no reductions in Medicaid were proposed ....but 15 million people who were NOT Medicaid recipients would still have lost their insurance.
