Dont remember which hurricane it was ( may have been Frederic, could have been Andrew) but all interstates lanes were one way - get the F' out.  Remember not being able to get to a meeting south of Montgomery because it was all north bound lanes long before the weather got bad in Alabama.

Website evac makes too much sense.  Requires effort, and knowing the website address.

Houston evac due to Rita - note all lanes outbound, but total cluster f' due to loads of people - broken down cars, out of gas - must not have been enough prepared boyscouts.
