Not sure what you've experienced or been told about using bleach for mildew and mold on vinyl, but I have to say I've had good results over the years using Clorox Cleanup on all vinyl. Granted, in the old days heavy concentrations of bleach would eat up the cotton stitching in the seats, but since manufacturers have used synthetic threads the straight out of the bottle Clorox Cleanup has worked for 30 years for me. No rotted sewing threads, no deteriation of the vinyl. C.C. is a weak bleach solution with detergent. I spray it on and wipe with dry cloth. Don't wash it off. The residue keeps working.
