Foreign Aid has always supposed to be about furthering U.S. interests and not as a give away program it seems to have become with questionable aid provided without regard of how it will support U.S. interests.  It harkens back to the Lend/Lease program with had with the U.K in WWII and the Marshall plan after WWII, when it was deemed in the best interest of the U.S. to rebuild Europe.  

I'm pretty sure that the current cut will get the UN members attention.  The world has changed since the UN was started, and I think we have reached the point where most countries should be paying their fair share to participate.  Otherwise, we should just abandon it.
