But hey, maybe he can get partial credit because once he left office the economy really ramped up.  So in a perverse sort of way he was partially responsible for the improved economy.  Sort of the like a dumb guy leaving a group and the collective IQ of the group goes up.  He did his part by no longer screwing up the economy.
