Yes the policies are different.  Obama put them in cages, Trump has clean buildings, structured play time, games etc.  What do you want to do with children who come into the US all by their lonesomes?  Turn them out on the streets you heartless a-hole?  Maybe they can just find their own way in the land of the free?  Maybe they can find Auntie GFY in Alabama from the southern border all by themselves without being killed or pushed into crime on the way?
