And right here in english- "if they were citizens who could vote I wonder how many would have died". Since you typed it maybe that is where the disconnect is, your implication is that if they were allowed to vote in something other then local elections then maybe they would not have died.
I wonder if maybe they had not been having democrats run the island for as long as it has been how many of those might have survived, I would probably put their chances higher and not because of Trump, FEMA or other federal assistance.
