I would highly recommend not covering with another layer. That can create problems worse than popcorn. When sheet rocking the ceiling always goes up first then the walls. It's donthisway becausthe walls help hold up the edges of the ceiling to prevent dropping of the ceiling. I agree if you hire it out make sure it is to a sheet rock contractor and not a handyman or a general contractor. It will most likely require a skim coat of mud after removal.

It is a pretty simple project. Note I said simple, not easy. I recommend a garden sprayer instead of a hose to wet it down though. It will be easier to handle and make less mess. You can also buy/rent a special tool that will attach to a vacuum to help contain the mess.
