Im amazed at the term"non-essential employees." in my 30 years of corporate life serving as President & CEO of 3 major companies--non-essential was never used--instead we used "contract labor'. we paid for work performed, no benefits whatsoever--they were employed by the CONTRACTOR  & 'leased" to us; if business slowed down, contract labor was cut, as business increased, so did our need for contract labor; maybe the GOV"T should consider this for the estimated 800,000 non-essentials.
