Why not confront your neighbor of your concern? Do you think a job or shift work could be involved? Are they home to move the can when needed? Maybe when you move the trash can, they move it back down simply because they won't be there to move it back when the trash does pick up. Maybe there could be a solution if you would only talk to your neighbor and not post it on Lake Martin Forum. Moving the trash can to the middle of their LONG concrete driveway is not the solution. Yes, when the trash picks up the truck does drop the can close to the road. The can is moved away from the road as soon as possible. Maybe looking at the trash can is "unsightly" for you. However, after it is moved away from the road it is not a hazard. If you hit the trash can, you are clearly off the road and in their ditch.
