The house of representatives is based on population, so I dispute your claim.  In fact Republican gerrymandering in actuality gives the GOP representation above their total votes.  In 2010 the GOP candidates for the house received 3 million more votes than the Democrat's and picked up 61 new seats.  In 2018 the Democratic candidates received 9.5 million more votes than the GOP's but, thanks to the gerrymander, picked up only 40 new seats.

So do you have a problem with the senate where WY with 600,000 people has 2 senators as does CA with 30.9 million?  In fact the GOP controls the senate with 53% of the seats representing only 40% of the population.  

Today the nation is actually ruled by a minority of the people in all 3 branches of government!
