Another problem, you hear little about, is that these rich people aren’t gonna take this lying down.  They have the means to just move away so they won’t have to pay all those taxes.  Sure, I’ve heard there are pretty stiff taxes for Americans living abroad, but they’ll just change their citizenship, and then the ex-pat countries will be competing to be the best place to move to and get new citizenship.
