Subject:   Steering wheel

Have a old Harris pontoon and the white steering wheel is now a mixture of yellow and black.  Yellow being fade and black being mold.  It aint coming clean.  I popped the little center cap off and there is a nut on a bolt that appears to be holding it on.  Question, can one simply buy the right stearing wheel to replace, unscrew and switch them out or is it more involved with steering cables and such?  Is this doable at home?
