Are you sure it is a dog, and not coyotes?  If you know which house it is coming from, I suggest you go over and speak to the owners.  That's always the best place to start.  Could be someone that works nights and doesn't know the dog is barking like that.  Sound really travels on the water.  There are anti-bark collars that can be used to curtail barking.  I hope you are not planning to do something cruel if it is a dog.  The dog doesn't know that it is annoying to bark.  If you cannot contact the owners, I suggest you call animal control.
