It's normal practice for the IG to submit the report to the investigatee before going final.  It is provided for comments or corrections but only if they are backed up by fact.  The organization that I managed was continuously under IG inspection or audits - so much so that they had office space of their own.  The problem with the IG (and the auditors) is that they are not experts in your business.  They come in and ask for a lot of documents and they interview people, but they don't always understand the context of the information they are given.  Unless something clearly illegal is done, nothing much ever comes of these reports.
