As stated by the Commission on Federal Elections headed by none other than former President Jimmy Carter, absentee ballots are a significant source of fraud.  See below for the relevant section.  Please note that the commission also recommended voters should provide a government issued ID in order to vote.  And bear in mind that this only addresses absentee ballots, which someone has to affirmatively request.  Imagine the fraud with mass mailing of ballots.
