To understand they prohibit the use in hospitals for severe cases.  But the French government has not prohibited its use in outpatient settings for tested or suspected cases of COVID.  The French study that showed effectiveness included a cocktail of three meds for a period of 6 days much like treating a bacterial illness for a short period of time.  

my wife's doctor prescribes it for autoimmune issues not defined based on what he feels is effective and has proven itself by way of bloodwork to be effective in arresting a progressive illness.  But it is an off label use.  it is not illegal for him to do this and in fact many drugs are prescribed used off label.
