DOE told Texas in a crisis that they could exceed EPA/DOE limits to pollution at generating plants that were not operating at 100% due to environmental restrictions @ $1500/KWH.  

So bascially told to gouge customers if they wanted to utilize plants at 100% that had not failed or had issues, which could have helped to head off the problem.
