What can they do short of building fences and barriers around the whole rock and stationing full time guards on the top? A no trespassing sign alone will not keep people off of the rock. They need something to back up the signs and stop anyone trying to sneak to the top, probably involving heavy fines and jail time. Otherwise they will need to build some sort of anti-diving barriers that people can't jump past or climb on. That might prove to be difficult, not to mention ugly.
